The latest version of the Windows Server operating system offers businesses and hosting providers a scalable, dynamic, and multitenant-aware infrastructure that is optimized for the cloud.

Please follow these rules for licensing Windows Server:

Rule No.1: Each physical processor is valued with at least eight cores.

Rule No.2: Each physical server is valued with at least 16 cores.

Rule No.3: All physical and active cores must be licensed considering rules No.1 and No.2 so a Standard Server owns two VM-rights and a Datacenter Server unlimited VM-rights.

Rule No.4: To receive two more VM-rights for the Standard Edition all physical active cores must be licensed again.

A server with 4 CPUs with each 4 cores requires a license for 32 cores.
